The Verkhovna Rada proposes to reduce the punishment of prisoners for reading books

A draft law was submitted to the Council that would allow convicted people to reduce their prison terms by reading books. Bill No. 9477, which amends the Criminal Code of Ukraine, was registered on July 10. One read book – minus three days of imprisonment. However, this only applies to books approved by the Ministry of Justice. In a year, prisoners will be able to exchange no more than 10 read books for freedom – that is, they can “cut off” no more than 30 days. “In the conditions of limited opportunities for people serving prison sentences in colonies, it is advisable to use a traditional and at the same time effective way for a person to obtain information and knowledge – by reading literature. It is also proposed to provide the colonies with the necessary literature. Lawyer Anna Kalinchuk supported this initiative. “The idea is good, because it has a lot of positive vectors: it will improve the stay of prisoners, it will definitely affect the education of those serving a sentence, it will stimulate the publishing business. Of course, it is not without corruption risks. But the idea is purely cool, in my opinion,” Anna thinks. At the same time, the lawyer pointed out some shortcomings, such as the difficult implementation process and the risk of corruption. “Recording of readings, access to books and control of reading is entrusted to the administration of the colony (lawyers understand what this means). Also, a system of electronic accounting and taking exams must be developed, which can complicate the very implementation, in my opinion, of a wonderful initiative, still in its infancy “, the lawyer wrote. If the draft law is supported, the Ministry of Justice must approve a list of books that would “form the correct spiritual and moral values in convicts.” The court will count the prisoners’ days, taking into account information from the administration of the colonies.
