Dmytro Oliynyk was seriously wounded in the leg during the defense of Kharkiv. He underwent 15 operations: doctors tried to restore the limb.

However, doctors later determined the loss of functionality of the leg. The man had to confirm this before the medical board.

At the same time, the Kharkiv Regional MSEK decided to give the fighter the 3rd group of disability instead of the 2nd, since the limb was not amputated.

Legs of a wounded soldier

A year before the full-scale invasion, Dmytro Oliynyk became an adviser to the head of the Kharkiv Regional State Administration and was involved in the development of TRO.

From the first hours of the invasion, he defended the city from the onslaught of the Russians. On February 27, 2022, he received a serious injury to his right leg.

I changed 4 hospitals: my treatment lasted more than 6 months. Then they gave me another month of vacation, and then at the VLK commission I refused to sign off – I wanted to return to the boys“, Dmytro says.

But during the service, the man realized that the situation with his well-being was only getting worse. He underwent 2 more operations – in total Dmytro underwent 15 surgical interventions. But it was not possible to restore the functions of the limb.

“That’s why I collected a package of documents and submitted them to the MSEK to establish a disability group. The doctors’ conclusions stated that the functionality of the limb was lost – 90% of the muscles were cut out”he says.

The MSEK commission was appointed on October 10.

He went into the office, undressed to show the consequences of the injury. To which the head of the commission replied “You have a 3rd group, get dressed.” I didn’t even get acquainted with the doctors’ conclusions. She explained that I have a leg“, says the soldier indignantly.

He adds that after a certain dialogue with the head of the Kharkiv Regional MSEK Larisa Leonidivna Bunicheva, she added that “there would be an amputation – there would be a 2nd group”….

Dmytro said that he also sent a package of documents to the “Princip” NGO, which helps military personnel. Lawyers noted that with a complex injury, as a result of which the functionality of a limb is lost, a soldier should receive the 2nd group of disability.

After Dmytro publicized this story, the Ministry of Health also responded to the incident.

“Cut off a leg – you get a group” is not an incident, it is a sentence for the Soviet system. In 2025, MSEK will be liquidated and approaches to examination and disability determination will be completely changed“, said the Ministry of Health.

The institution also noted that it will conduct inspections in the Kharkiv Regional MSEK regarding decisions on the establishment of disability.

“Anyone who tries to humiliate heroes, anyone who adds a superior attitude and a corrupt element to their position and authority will be severely punished. The disability group is not an object for trade. There are clear criteria by which it is established“, the ministry added.
