“Treated” fictitious patients: the police revealed a scheme of misappropriation of budget funds by doctors

The chief doctor and employees of a private medical center in Bukovina were informed of the suspicion of misappropriation of over 8 million budget hryvnias. This was announced by the head of the Department of Strategic Investigations of the National Police, Andrii Rubel. Doctors entered the data of people or non-existent persons into the electronic health care system, as if they had signed up and visited a doctor. After that, doctors received funds for “admission” of patients under the medical guarantee program. Also, doctors took money from patients, in particular, under the guise of charitable contributions for medical services paid for by the state. Last year, 60 medical workers were informed of the suspicion. , who tries to deceive the system and assure us, for example, that a woman can give birth more often than is laid down by nature, or “treat” one of us, until we, enjoying coffee at home, do not even guess that we have already visited three times this month a medical specialist,” says Andriy Rubel. According to him, such cases are not isolated in Ukraine. Recently, in the Dnipropetrovsk region, law enforcement officers exposed the officials of the anti-tuberculosis dispensary, who prepared a monthly report to the National Health Service with the number of “provided” services. They also entered fictitious patients into the electronic system and thus appropriated UAH 66.8 million of budget funds. “A few months ago, the government allocated almost the same amount from the reserve fund of the state budget for the reconstruction of one of the thermal power plants that suffered as a result of rocket attacks,” says the head of the department. Andriy Rubel also reported that 60 medical workers were informed about the suspicion last year. 53 criminal proceedings were sent to the court. According to the facts of registration of fake services and reports to the National Health Service of Ukraine, losses of 74.8 million UAH were caused to the state.
