UKF will not be able to fully finance cultural and artistic projects this year

The Ukrainian Cultural Fund reported that this year it lacks funds to finance cultural and artistic projects. They are enough to finance 50% of projects only under the inclusive program “Culture without barriers”. Additional funding for other programs in May-June is not foreseen “, UKF reported. They reported that because of this, they cannot start signing grant agreements with the winners and phased financing of cultural and artistic projects. The Ukrainian Cultural Fund reminded that according to the budget allocation plan received from the Ministry of Culture and Information Policy, funding of UCF projects should begin in July 2023, and scholarships – in October 2023. The UKF also noted that the comments from the institution, which were based on six years of project implementation experience, were not taken into account by the MKIP. In this regard, the UKF called on the Ministry of Finance and the Ministry of Culture to review the budget allocation plan and start financing, as was planned in the draft estimate from the beginning of May. The Ukrainian Cultural Fund was established in 2017 to promote the development of culture, ensure wide access of citizens to the national cultural heritage, support cultural diversity, and integrate culture into the global space. At that time, it was established that the Fund would be managed by a supervisory board and a directorate. The council will consist of eight people: two of them are appointed by the president, two by the Ministry of Culture, two by cultural institutions, two more by public associations and the head of the foundation. In May 2021, a public scandal broke out around the UKF. At that time, cultural figures wrote an open letter to President Volodymyr Zelenskyi, Minister of Culture Oleksandr Tkachenko and Prime Minister Denys Shmyhal, in which they accused the Supervisory Board of the UKF of manual management. On June 11, 2021, Oleksandr Tkachenko appointed Vladyslav Berkovskyi as the executive director of the Ukrainian Cultural Fund.
