Having a gold or silver medal for a graduate of the 11th grade does not give the applicant any advantages when entering a higher education institution.
At the same time, it is important when entering a vocational and technical education institution, reports the educational ombudsman Serhiy Gorbachev.
According to the rules of admission to vocational education institutions, school graduates who:
- awarded with a gold or silver medal;
- have a certificate of basic secondary education with honors;
- graduates of vocational education institutions who have received diplomas of qualified workers with honors and are enrolled in the educational and professional degree of vocational higher education “professional junior bachelor”.

The gold medal “For high achievements in education” and the silver medal “For achievements in education” are a form of moral stimulation for graduates of general secondary education institutions of all types and forms of ownership, the ombudsman says.
According to him, in different years of the admission campaign, the role of the medal for an applicant when entering a higher education institution changed.
As recently as 2014, graduates who obtained a full general secondary education and were awarded a gold or silver medal, as well as graduates with a certificate of basic general secondary education with honors, had the right to priority admission to institutions of higher education.
In 2015, this provision was changed and ZVO had the opportunity to independently determine whether to take into account the presence of a medal as a condition for priority admission.
In recent years, in particular in 2023, the presence of medals was not taken into account when entering the higher education institution, says the ombudsman.
“In 2023, the average score of the educational certificate was also not taken into account during admission. If two applicants had the same number of points, the priority of admission applications was important“, added Serhiy Gorbachev.
