Most parents independently pay for their child’s meals in kindergarten or school. However, there are categories of children who are entitled to free or partially paid meals. Education ombudsman Serhii Gorbachev explains who is entitled to free meals in educational institutions and what documents are required to receive the benefit. Who is entitled to free hot meals Children have the right to free meals: orphans; deprived of parental care; with special educational needs who study in special and inclusive classes (groups); from low-income families; from the families of deceased (deceased) war veterans, participants in hostilities; internally displaced persons; with the status of a child injured as a result of hostilities and armed conflicts. There are categories of children who have the right to free or partially paid meals. Local self-government bodies can also define other categories of children who have the right to free meals by appropriate decision. For example, in certain territorial communities, children of defenders who are at the front, but do not have the status of a participant in hostilities or are registered in another territory, can also receive benefits for free meals. Quite often, local authorities establish free meals for students in grades 1-4. Reduction of food allowance for certain categories of children The legislation also defines the circumstances under which the amount of food allowance can be reduced for parents. For example, the amount of payment for meals in preschool education institutions is reduced by 50% for parents whose families have three or more children. What documents to submit in order to receive food benefits Free hot meals are provided on the basis of documents confirming such a right. In order to receive a benefit, it is necessary to contact the management of the educational institution with a corresponding application and provide a copy of the documents confirming the benefits. The educational institution does not have the right to require documents that are not provided for by law to confirm the benefit. For orphans and children deprived of parental upbringing, the document confirming the receipt of food allowance can be a decision of the court or local executive committee to grant the appropriate status. For children with special educational needs, this is the conclusion of the inclusive resource center. For parents of children from low-income families, the basis for exemption from paying for food is a certificate of state social assistance, issued by the labor and social protection authorities. For children of war participants, depending on the situation (disability of one of the parents, death, participation in hostilities), these may be appropriate certificates of parents. For internally displaced children, a certificate of registration as an IDP. For children from large families – a copy of the certificate granting the status of a large family.
