A new State Secretary was appointed at the Ministry of Education and Culture: what is known about him

Maksym Yarmystoy, the first deputy head of the Institute of National Remembrance, was appointed State Secretary of the Ministry of Science of Ukraine. This was reported by the representative of the Cabinet of Ministers in the Verkhovna Rada, Taras Melnychuk. Maksym Yarmystoy was also dismissed from the post of first deputy head of the Ukrainian Institute of National Remembrance by the decision of the government. Yarmystiy earned a master’s degree in law at the Chernivtsi National University named after Yuriy Fedkovych in 2006. He received his second higher education in 2009 at the Chernivtsi Institute of Trade and Economics of the Kyiv National University of Trade and Economics. He received a master’s degree in educational measurements from the National Pedagogical University named after Mykhailo Drahomanov. In 2005-2008, Maksym Yarmystiy worked in the State Service Department of the Main State Service in Chernivtsi region. Later, from 2008 to 2011, he worked in the legal department of the State Committee of Ukraine for Nationalities and Religions. He started working at the MES in 2016: he was the director of the department of legal support of the department. And then from 2019-2020 he worked as Deputy Minister of Education and Science of Ukraine Hanna Novosad. On September 9, 2020, he was appointed to the position of first deputy head of the Ukrainian Institute of National Remembrance. Previously, during the time of Minister Serhiy Skarlet, the position of State Secretary of the Ministry of Education and Culture was held by Serhii Zakharin. He was accused of publishing a scientific journal under a different name for 6 years. In May 2021, the Darnytskyi District Court of the city of Kyiv decided to prohibit him from doing so and to collect compensation for copyright infringement. According to Art. 10 of the Law of Ukraine on Central Bodies of Executive Power, the state secretary of the ministry is the highest official among the ministry’s civil servants. The State Secretary is accountable to and under the control of the Minister. The official is appointed for five years with the right to re-appointment. A candidate for the position of state secretary of the ministry can be a citizen of Ukraine who has a higher education, a total work experience of at least seven years, including at least three years of managerial work experience, and meets other requirements defined by law. The main tasks of the state secretary of the ministry are to ensure the activity of the department, stability and continuity in its work, organization of ongoing work related to the exercise of powers.
