How the Ministry of Health will reform the MSEK system, which establishes disability: Lyashko explains

The Ministry of Health is preparing to reform the system of medical and social examination that establishes disability. In Ukraine, they plan to create multidisciplinary rehabilitation teams and convert the MSEK system into an electronic format. Minister of Health Viktor Lyashko explained how they plan to reform MSEK and what the rehabilitation of people with disabilities will be, on the air of the Yedynykh Novin telethon on March 17. “Today, we have certain appeals regarding the effectiveness of the work of medical and social expert commissions. Taking into account the European integration processes, the Government decided to reform the work of these commissions. The work of these commissions is connected with two parallel processes: the development of the rehabilitation system in the field of health care in Ukraine and changes in the approach to determining disability,” Lyashko said. Currently, there are 244 health care institutions in Ukraine that provide inpatient rehabilitation and have contracts with the National Health Service. At the same time, there are institutions that are financed according to the old estimate method. “244 facilities have the capacity to rehabilitate about 8,000 people per month. And we are focused on developing their capacity. Not only to increase the number, but to improve the quality,” says the head of the Ministry of Health. On the basis of these institutions, multidisciplinary rehabilitation teams will be formed, which will develop an individual rehabilitation plan. “Our task is to add a social component to this individual rehabilitation plan in the field of health care. And add to it an individual plan for the rehabilitation of a person after rehabilitation in the field of health care. We will return a person’s functionality, it will not always be possible to return it to 100% . sometimes by 80-70-60%. And this includes an individual plan for a person’s return to society,” the minister explains. Some people with disabilities will need training if the loss of functionality prevents them from returning to their old job. “The plan is picked up by a social worker, sent to an educational institution. The person is retrained, then the employment center finds him a new workplace based on a new profile or a new education,” Lyashko says. A service social service will be available for people who will not be able to work. Through the Ministry of Social Policy, a person will be provided with help from a social worker, and the state will compensate for some expenses (social packages, diapers, etc.), Lyashko says. By order of the Government, by April 1, the Ministry of Health has developed a draft resolution, which provides for the reform of the MSEK system. The document is still being approved. “We have written an ambitious plan to complete the reform processes in 2023 and launch a new model from 2024. We are currently working on this, training our specialists as well. Multidisciplinary teams in hospitals already include social workers, prosthetists as needed, in order to fully restart within 1 year,” says Viktor Lyashko. The minister adds that the reform will help to reduce corruption related to the work of MSEK. “In the future, everything we will have in the reform will be transferred to an electronic format. Digitization is taking place, a rehabilitation module is appearing in the electronic health care system, and potentially the MSEK function will be transferred to an electronic product. And it will be difficult to manipulate there, because everything will can be traced either from birth or from the moment of injury. The loss of functionality is coded according to the international classification of functioning, which became national in Ukraine last year,” added Viktor Lyashko. The Ministry of Health also urges to report cases of extortion of money for medical and social expertise to the hotline 0 800 60 20 19.
