In Ukraine, it is proposed not to recruit applicants for higher education bachelor’s and master’s degrees in the evening and extramural forms.

In 2024, universities are suggested to focus on the development of distance and dual forms of higher education.

However, the changes will not apply to students who are already studying in the evening or by correspondence, Serhii Babak, the head of the Committee of the Verkhovna Rada of Ukraine on Education, Science and Innovation, said.

“We propose to no longer carry out recruitment for correspondence and evening forms of education, instead, to develop distance and dual forms of education along with face-to-face ones.

All those who are already studying in these forms will continue until graduation.” Babak emphasized.

The corresponding bill No. 10092 was registered in the Council on September 27, and on the 28th it was sent to the Committee for consideration. The initiators of the draft law were People’s Deputies Serhiy Babak, Heorhiy Mazurashu, Olena Lys, Roman Hryshchuk, Iryna Borzova and others.

The document also regulates the issue of admission to higher education institutions in 2024 and preparation of the state final certification.

This year, the DPA will be canceled for all students, except for those 4th graders who will participate in the pilot DPA, which was announced in the UTSOYAO.

“It is proposed not to conduct DPA in 2024, but to conduct only piloting of DPA after primary school in selected schools that agree to piloting. Roughly, this will concern 2,000 children”– explains Serhiy Babak.

According to the draft law, this year, competitive selection for higher education institutions should be carried out based on the results of the 2021 external examination and/or the 2022-2024 entrance tests (NMT), conducted using a creative competition (physical ability competition) in the cases provided for by law.

In 2024, the NMT includes the Ukrainian language, mathematics, history of Ukraine and an optional subject (physics, chemistry, biology, foreign language, geography, Ukrainian literature).

For entrants to the relevant specialties, a single professional entrance test in economics and management or agricultural sciences can be additionally used.

“For reasons of safety of entrants and employees of educational institutions, it is proposed to continue in 2024 the practice of conducting entrance tests in electronic format using organizational and technological processes of external independent evaluation for competitive selection for studies in institutions of professional pre-higher, higher education”– is also added in the explanatory note.
