Increase in expenses and cancellation of licenses: NAU assumed what reorganization of the institution could lead to

The National Aviation University suggests that the plans of the Cabinet of Ministers to reorganize the institution may threaten to suspend further flight crew training in Ukraine.
The university called the planned reorganization “the destruction of the 90-year history and assets” of the NAU, according to the response to hromadske’s request.
The university claims that they did not receive the draft order of the Cabinet of Ministers on the reorganization of the institution, as well as the justification for such a decision.
In addition, the university assures that the draft order was not discussed with the NAU and the Aviation Academy of the NAU, therefore the university does not have verified information about the grounds for its adoption.
“The implementation of the order of the Cabinet of Ministers will turn the national, world-renowned flight crew training university with a 90-year history into a regional, unknown institution of higher education, not represented in the rankings and scientific publications of Ukraine and the world“, – says the answer of NAU.
Also at the university assumed the consequences of the reorganization of the institution:
- since the order does not specify which of the newly created higher education institutions should become the successor to the rights and obligations of the State Aviation Academy of Ukraine (currently the successor is NAU), this may lead to abuse of official duties by officials of the Ministry of Education and Culture;
- the creation of new legal entities will lead to the cancellation of all existing licenses and permits, which will stop the work of the Air Force, and given the destruction at the Kharkiv Aviation Institute, this may stop the training of flight crews in Ukraine in general;
- the implementation of the project will require additional funding from the state or local budget, in particular, certification of new higher education institutions, production of 994 new passports of real estate objects and new accreditation of at least 220 educational programs. NAU sees corruption threats in this;
- a scientific facility is located on the territory of NAU, which is a national asset and receives state funding. The proposals of the Ministry of Education and Culture do not specify the further fate of the object, which also contains additional corruption risks.

We will remind, the source of “UP. Life” in the Ministry of Education and Science reported that in the near future the government may consider an order on the reorganization of the National Aviation University due to a number of problems at the university.
The source reported that despite numerous promises and potential of NAU, the current management and staff of the institution have not been able to develop a single UAV since the beginning of the full-scale invasion.
In addition, numerous appeals from the staff and management of the flight academy in Kropyvnytskyi with a request to separate them from NAU “could not remain without attention.”
Previously NAU is planned to be divided into two structures: State University “Kyiv Aviation Institute” (historical name NAU) and a separate institution called the Ukrainian State Aviation Academy (Kropivnytskyi).

After that, the NAU submitted a request to stop the consideration by the Cabinet of the draft order on the reorganization of the institution.
Earlier we reported that the former Deputy Minister of Education Oleksiy Shkuratov was appointed as the acting rector of the National Aviation University.
As noted by the university, Maksym Lutskyi, rector of NAU, has been mobilized to the ranks of the ZSU.
We will remind, Maksym Lutskyi was a member of the Party of Regions. In 2019, he ran for parliament from the now-banned OPZZ party.
Lutskyi headed NAU in 2021 after Serhiy Shkarlet became Minister of Education and Science.
In July, Minister of Education Oksen Lisovyi announced a reprimand to NAU rector Maksym Lutskyi. The reason for the reprimand was a violation of the legislation on education and the requirements of the contract, but NAU said that they will appeal this decision.
In April, Lutsky was criticized because during the “Studvesna” festival he threatened students because of jokes about the current ex-Minister of Education Serhii Shkarlet.
