Kyiv City Council introduced a temporary ban on the creation of murals

In Kyiv, from November 23, it was temporarily forbidden to create new murals. Restrictions will be lifted when a transparent and open mechanism for approving sketches is created, Kyiv City Council reports.
As the initiator of the project, a member of the Kyiv City Council, noted Evgenia Kuleba, now it is known about the increase in the number of murals that violate the rules of landscaping. Murals are created without the consent of the relevant authorities and residents of buildings, and the current legislation does not regulate this issue.
“Also, social resonance is increasingly arising in connection with different views on artistic value and the ethical component. The issue of the importance of preserving cultural heritage, the appearance of buildings and their integration into the architectural context of the city requires the creation of a clear mechanism for agreeing sketches and locations for placing monumental paintings“, Kuleba said.
She emphasized that the process of approving the sketches will include expert evaluation, public discussion, obtaining permission from the building owners and obtaining other permits and approvals required by law.

75 deputies voted for the relevant decision. The executive body has three months to develop regulations on the procedure for creating new murals, the official wrote.
Prerequisites for a decision on a temporary ban
The attitude towards the wall paintings among the townspeople worsened because of the scandal with the artist Evgenia Fullen. Previously, she created a mural allegedly with the characters of Victor Hugo’s work “Notre-Dame de Paris”. The couple embracing, according to the author, symbolized France’s gratitude for their military support.
Residents were outraged when she began painting the historic building from 1903 at 31 Sichovy Striltsi Street. Residents called the police and stopped the work. Then the Department of Cultural Heritage Protection of the KMDA obliged her to erase the mural at her own expense.

After this incident, a petition was published to suspend the creation of new murals in the capital, as well as to create a transparent mechanism for approving sketches.
The act of administrative violation did not stop the artist, later she began to draw a sketch of the same picture on another building – a modernist building by the Ukrainian architect Eduard Bilsky. The works were also stopped due to timely public publicity by activists.
