Maternity hospitals “invent” diagnoses of newborns in order to receive double payment – Ministry of Health

Maternity and perinatal centers knowingly give false diagnoses to newborns in order to transfer them to another hospital or to another treatment regimen. This allows you to receive double, and sometimes even triple payment for one small patient.

The fact of abuse was established during the monitoring of medical institutions, which was conducted by the Ministry of Health and the National Health Service of Ukraine.

According to preliminary calculations of the National Health Service, medical institutions received double payment for approximately 30% of children, the Ministry of Health reports.

“On average in the country, almost 20% of babies born sick are transferred to another institution and are negatively affected by transportation.

In some hospitals, 100% of babies who survived to day 7 were transferred to other hospitals, despite the fact that these hospitals had adequate packages of services.” – the ministry notes.

In the course of monitoring, it was also discovered that in some hospitals, babies are given diagnoses that are not a pathology, but only a temporary condition of the patient and should not be a reason for treatment.

“Also, in 2023, the number of caesarean sections increased significantly compared to previous years. Such dynamics may indicate that the operation is performed without medical indications, but solely to receive funds for the intervention.” – the Ministry of Health claims.

According to the ministry, about 200,000 women give birth in Ukraine every year. Women in labor receive assistance within the framework of three packages of services free of charge for the patient: “Inpatient medical care without surgical operations”, “Medical care during childbirth” and “Medical care for newborns in complex neonatal cases”.

The complex neonatal case pack should prompt medical care at the receiving facility. And in fact, these hospitals refer young patients to children’s hospitals, and the children suffer during transport.

Hospitals contracted to provide perinatal and neonatal care should primarily care about patients, and not about receiving funds from the National Health Service for allegedly “sick” children.– Minister of Health Viktor Lyashko commented on the problem.
