The Ministry of Veterans Affairs of Ukraine urged parliamentarians to adopt draft law No. 7457 on regulating the circulation of hemp for medical, industrial and scientific purposes. The department notes that since the beginning of 2022, the number of people with disabilities in Ukraine has increased significantly. During the full-scale war, almost 168,000 Ukrainians became disabled. According to representatives of the ministry, granting permission for the controlled production and use of medical cannabis in Ukraine would be a manifestation of humanity towards citizens who experience constant mental, physical or phantom pain. “The use of medical cannabis as prescribed by a doctor is allowed as an analgesic drug for severe physical and phantom pain in the area of injury. Also, drugs based on medical cannabis soften unpleasant/traumatic memories from the front, which reduces the intensity of PTSD manifestations,” the department says. In particular, on December 2, 2020, the United Nations Commission on Narcotic Drugs decided to exclude medical marijuana and its derivatives from the most dangerous category of drugs. Out of 53 member states, 27 voted “for” this decision, including the USA and the EU. This UN decision was based on the relevant recommendations of the World Health Organization (WHO), which it sent to the UN in January 2019. “During the large-scale military invasion of Russia on the territory of our country, there was a critical need for the use of medical cannabis by servicemen who received serious bodily injuries, in particular, lost limbs or suffered post-traumatic stress disorder (PTSD),” the department says. It will be recalled that Ukrainian military officer Mykhailo Bakaliuk, who was blown up by a mine and suffered a traumatic amputation of his leg, calls for the adoption of a draft law on medical cannabis. On June 28, 2023, President Volodymyr Zelenskyi supported the legalization of medical cannabis in Ukraine during a speech in the Verkhovna Rada. Earlier, “UP. Life” analyzed what medical cannabis helps with and whether it will be legalized in Ukraine in the near future. Read also: Why do Ukrainians need medical cannabis?
