The general director of the Chernivtsi perinatal center was once again removed from his post

The general director of the perinatal center in Chernivtsi, Dmytro Manchulenka, was suspended from his duties. He has already been reinstated in his post several times through the court.
The order to remove Manchulenka from his post was signed by the head of the regional council Oleksiy Boyko.
“A person against whom 6 corruption protocols have been drawn up and whose case of bribery to officials of the regional council is under consideration in the High Anti-Corruption Court and against whom criminal proceedings have been opened on the grounds of document forgery cannot manage communal institutions.” – said Boyko.
As “Suspilne” writes, on November 1, the Shevchenkiv district court of Chernivtsi reinstated Dmytro Manchulenka as the general director of the perinatal center. According to the court’s decision, the Chernivtsi Regional Perinatal Center must pay him more than 200,000 hryvnias for forced absenteeism.

In May 2023, by decision of the regional council, Dmytro Manchulenka was dismissed from the post of general director of the regional perinatal center. The reason for this decision, in particular, was a violation of anti-corruption legislation: he is accused of a conflict of interest due to the signing of three decrees to increase his son’s salary by 40% in January, February and March 2021.
This is not the first time Manchulenko has challenged his suspension from work through court. He was already fired in 2017, 2019 and 2022 due to improper performance of duties, change of status of the institution he heads, expiration of his contract.
In all cases, the court satisfied Manchulenka’s claims for reinstatement and ordered him to pay compensation for forced absenteeism. As Lyubov Godniuk, acting general director of the center, told Suspilno, the Chernivtsi Regional Perinatal Center has already paid Dmytro Manchulenka more than one and a half million hryvnias according to court decisions.
On April 6, 2021, Dmytro Manchulenka was detained while handing over $12,000. The press service of the SBU in Chernivtsi region reported that he probably gave this money to an official of the regional council in order to extend the employment contract with him. Regarding this case, the proceedings in the High Anti-Corruption Court are ongoing.
