The State Education Quality Service (SSEQ) has created a list of higher education institutions according to the degree of risk.

28 of them received the status of “high risk”, including the National Aviation University, the Kyiv Municipal Academy of Music named after R. M. Glyer, and the Kyiv University of Tourism, Economics and Law.

The list was published on the institution’s website.

As Nataliya Vitranyuk, director of the department of control in the field of higher, professional pre-university and adult education, said in the commentary “UP. Life”, the degree of risk does not indicate the quality of the institution of higher education.

“The degree of risk is a calculation of the degree of complication or riskiness of the management activity of higher education institutions. They demonstrate how difficult it is to organize management in an educational institution. The more complicated, the higher the degree of risk.” she says.

The degree of risk affects the frequency of routine inspections of the higher education institution.

“Risks are calculated to determine the periodicity of planned control. They show how often we have the right to go to the health center with a planned check.

For the past several years, we have been leaving only unscheduled, so there are significantly fewer inspections. While the war is on, there is a moratorium on them.

These lists are an opportunity for educational institutions to see what they need to pay attention to.” – Nataliya Vitranyuk explains.

According to the law, institutions of higher education with a high degree of risk must be inspected once every two years, with an average one – no more than once every three years, and with a minor one – no more than once every five years.

A total of 290 institutions of higher education were included in the rating. 28 higher education institutions were classified as high risk (10%), 186 as medium (64%) and 76 as insignificant (26%).

Evaluation criteria:

  • the number of higher education graduates during the last three years;
  • the number of scientific and pedagogical workers employed by the main place of work;
  • the status of publication on the official website of the institution of higher education of documents and information defined by legislation;
  • the number of violations of the requirements of the legislation in the field of higher education, detected during the last five years, preceding the planning period;
  • the presence of separate structural subdivisions;
  • the presence of foreign students of higher education;
  • share of non-accredited specialties and educational programs.

According to Nataliya Vitranyuk, if the number of comments with each inspection of the educational institution does not change, then the State Educational Institution notifies the higher management body about it.

“In the vast majority of universities, we are talking about the Ministry of Education and Science. First, we propose to check the educational institution for compliance with the licensing conditions for conducting educational activities, since we ourselves do not have the authority to do so. Second, to review the activity of the director or rector for the subject fulfillment of the terms of the contract”, – she says.

If there are no changes, the rector may be punished. At a minimum – a reprimand, at a maximum – the MES can make a decision on early termination of the contract with him.

The level of risk among the best universities of Ukraine included in the international ranking QS World University Rankings 2024:

  • Kyiv National University named after Taras Shevchenko – secondary;
  • Kharkiv National University named after V. N. Karazin – secondary;
  • National Technical University of Ukraine “Kyiv Polytechnic Institute named after Ihor Sikorsky” – insignificant;
  • National Technical University “Kharkiv Polytechnic Institute” – secondary;
  • National University “Lviv Polytechnic” – insignificant;
  • Sumy State University – secondary;
  • National University “Kyiv-Mohyla Academy” – insignificant;
  • Odesa National University named after I. I. Mechnikov – insignificant;
  • Ivan Franko National University of Lviv – insignificant;
  • Kharkiv National University of Radio Electronics – secondary;
  • The National University of Bioresources and Nature Management of Ukraine is insignificant.
