Update of the Nagladova Council of the UKF: the Ministry of Culture has started the registration of people who will take part in the voting

The Ministry of Culture and Information Policy of Ukraine has announced the start of registration of persons who will be authorized to vote for members of the new Supervisory Board of the Ukrainian Cultural Foundation.

This is stated in the announcement on the MKIP website.

The ministry noted that the acceptance of documents and registration of authorized persons will continue until December 26, 2023.

Persons nominated by a cultural institution or public association in the field of culture may be allowed to vote. Each of them can nominate two persons authorized to vote.

To participate in the Internet voting, the authorized representative must register by sending from his e-mail to the address [email protected] the following documents:

  • a copy of the document confirming the authority of the person to vote
  • a copy of an extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations and/or an extract from the charter (regulations) of a cultural institution or public association regarding the goals and objectives of its activity
  • the consent of the authorized person to the processing of personal data in accordance with the Law of Ukraine “On the Protection of Personal Data”, certified by an electronic digital signature
  • a copy of the authorized person’s public key certificate (in electronic form).

Upon completion of the registration of authorized persons, the ICIP will conduct a rating online vote on the election of the appropriate part of the Supervisory Board of the Ukrainian Cultural Fund. When participating in the rating online voting, a representative from a cultural institution or public association in the field of culture can vote for no more than two candidates“, MKIP also reported.

Meanwhile, the acceptance of documents for joining the new Supervisory Board of the UKF is still ongoing. It was opened by the Ministry of Culture on October 27. Documents with an electronic digital signature of the head of a cultural institution or public association will also be accepted until December 26, 2023.

Candidates can be nominated by cultural institutions or public associations. Those authorized to vote from cultural institutions will choose between candidates from cultural institutions, and those authorized from NGOs will vote for candidates from NGOs.

Scandal surrounding the Supervisory Board of the UKF

Ukrainian Cultural Fund – a state institution that provides financial assistance to Ukrainian cultural projects based on competitive selections. The Supervisory Board is one of the governing bodies of the UKF.

The current composition of the Supervisory Board was formed at the end of 2020 and was elected for three years, so its term of office expires at the end of 2023.

In May 2021, cultural figures accused the UCF Supervisory Board of manual management and wrote a corresponding open letter to President Volodymyr Zelensky, the then Minister of Culture and Information Policy Oleksandr Tkachenko, and Prime Minister Denys Shmyhal. The letter claimed that the council fundamentally refused to finance a significant part of the projects that took high places in the rating. Instead, UKF decided to give money to projects with fewer points and a lower place in the rating. Zelenskyi was demanded to dissolve the Supervisory Board of the UKF and cancel its decision.

In response, Oleksandr Tkachenko stated that a crisis regarding the system of management approaches had long been brewing in UKF. He also recommended the resignation of two members of the Supervisory Board: Oleksandr Suslenskyi and Ihor Tuluzov.

In June of the same year, Oleksandr Tkachenko appointed the executive director of the UKF. He became a specialist in public policy in the archival field and candidate of historical sciences. Vladyslav Berkovskyi. Berkovsky won the competition for this position.

In April 2023, the UKF announced that this year it lacked funds to finance cultural and artistic projects.
