Where to go if a university violates a student’s rights – explains the Ministry of Education and Culture

The Ministry of Education and Science advises students whose rights are violated in institutions of higher education to file complaints with institutions that monitor, evaluate and inspect higher education institutions.
The ministry says that they often receive appeals from students with requests to correct the problematic situation that has developed in higher education institutions. However, they call it more effective to appeal to special bodies that have the authority to resolve issues related to the quality of the educational process.
Inspection of the quality of education in higher education institutions can be carried out by:
- National Agency for Quality Assurance of Higher Education (NAZYAVO) – it carries out accreditation of educational programs;
- The State Service for the Quality of Education (SSEQ) and the Educational Ombudsman – monitor compliance with the legislation;
- the anti-corruption officer at the university, the National Agency for the Prevention of Corruption (NACP) and the sector of the Ministry of Education and Culture for the prevention and detection of corruption: these bodies can be contacted in case of detection of violations of anti-corruption legislation;
- language ombudsman – if the educational process is not conducted in the state language.

If the quality of education is inadequate, the Ministry of Education and Culture recommends contacting NAZYAVO and DSYAO.
“In particular, NAZYAVO analyzes the quality of the educational process, and the State Education Committee monitors compliance with the requirements of the education legislation. In addition to the State Education Committee, you can also file a complaint with the Education Ombudsman Service and the Human Rights Commissioner of the Verkhovna Rada of Ukraine.”– the MES explains.
